The Joint Ministerial Decision 28742/1901/2026 introduces the pilot operation of the Digital Land Bank, establishing an electronic system for the registration and management of Transfer of Building Coefficient Titles.
The framework activates the use of existing titles issued under prior legislation, setting out the conditions, application requirements, and access rights for stakeholders. The pilot phase, which commenced on 16 March 2026 and is limited to four months, marks a significant step towards the digitalisation and operationalisation of building coefficient transfers in Greece.
