The European Commission has proposed targeted amendments to the Securitisation Regulation, CRR, Liquidity Coverage Ratio Delegated Act, and Solvency II Delegated Act to revive the EU securitisation market. The reforms aim to make prudential rules more risk-sensitive and proportionate by introducing clearer criteria for Significant Risk Transfer (SRT), distinguishing between originators and investors, and narrowing gaps between standardised and internal ratings approaches. By lowering excessive capital burdens and harmonising rules, the proposal seeks to enhance competitiveness, support SME financing, and align with the EU’s green and digital transition goals.
