On 27 February 2026, the Ministry of Environment and Energy issued Ministerial Decision 144622/9465 (GG B’ 7065/29.12.2025), establishing criteria for assessing whether modifications to environmentally permitted RES projects and Standalone Energy Storage Stations constitute substantial or non-substantial changes in environmental impacts.
The Decision sets out evaluation criteria to be applied by the competent authority, requires cumulative consideration of previous amendments, and classifies certain procedural AEPO adjustments as non-substantial. It also applies to pending amendment requests, unless the project owner opts for assessment under the previous regime.
